Behind-the-meter (BTM) energy storage as a distributed energy resource (DER) supports customer choice and a resilient, decentralized grid. The DER Working Group provides updates on all things touching DERs, with a focus on programs and policies that impact BTM resources. Key areas covered include updates and advocacy on the Self-Generation Incentive Program (SGIP), demand response (DR) programs and solicitations, DER tariffs, Rule 21 interconnection, permitting guidebook, and multiple-use applications.

How this Working Group is making an impact:

  • Successfully advocated via CESA’s Motion that led to a tentative proposal to transfer $108.5M in funds to support projects getting  off the SGIP Equity waiting list, ensuring that energy storage will help our most vulnerable communities get the backup power and other storage-related benefits they need. 

  • Successfully advocated for program requirements and administrative improvements in the SGIP which led to more projects being approved.

  • Advanced the role of virtual power plants (VPPs) through reforms to the Demand Response Auction Mechanism (DRAM) and RA rules and requirements.
